Syria activists report clashes despite cease-fire

BEIRUT (AP) ? Activists say Syrian troops have shelled rebel-held areas and clashed with anti-government gunmen in several parts of the country despite an internationally mediated cease-fire.

The Britain-based Syrian Observatory for Human Rights and the Local Coordination Committees report shelling and shooting mostly in the northern province of Aleppo, the eastern region of Deir el-Zour, Daraa to the south and suburbs of the capital Damascus.

Saturday's fighting comes a day after two car bombs and sporadic fighting left more than 100 people dead, the groups said.

Syria mediator Lakhdar Brahimi, the U.N.-Arab League envoy, had mediated a four-day cease-fire that began Friday to mark the Muslim feast of Eid al-Adha.

The cease-fire looks unlikely to be a springboard for ending the 19-month conflict that has claimed more than 35,000 lives.

(AP) ? The storm that is threatening 60 million Americans in the eastern third of the nation in just a couple of days with high winds, drenching rains, extreme tides, flooding and probably snow is much more than just an ordinary weather system. It's a freakish and unprecedented monster.

How did it get that way?

Start with Sandy, an ordinary late summer hurricane from the tropics, moving north up the East Coast. Bring in a high pressure ridge of air centered around Greenland that blocks the hurricane's normal out-to-sea path and steers it west toward land.

Add a wintry cold front moving in from the west that helps pull Sandy inland and mix in a blast of Arctic air from the north for one big collision. Add a full moon and its usual effect, driving high tides. Factor in immense waves commonly thrashed up by a huge hurricane plus massive gale-force winds.

Do all that and you get a stitched-together weather monster expected to unleash its power over 800 miles, with predictions in some areas of 12 inches of rain, 2 feet of snow and sustained 40- to 50 mph winds.

"The total is greater than the sum of the individual parts" said Louis Uccellini, the environmental prediction chief of the National Oceanic and Atmospheric Administration meteorologists. "That is exactly what's going on here."

This storm is so dangerous and so unusual because it is coming at the tail end of hurricane season and beginning of winter storm season, "so it's kind of taking something from both ? part hurricane, part nor'easter, all trouble," Jeff Masters, director of the private service Weather Underground, said Saturday.

With Sandy expected to lose tropical characteristics, NOAA is putting up high wind watches and warnings that aren't hurricane or tropical for coastal areas north of North Carolina, causing some television meteorologists to complain that it is all too confusing. Nor is it merely a coastal issue anyway. Craig Fugate of the Federal Emergency Management Agency told reporters Saturday: "This is not a coastal threat alone. This is a very large area. This is going to be well inland."

Uccellini, who estimated that 60 million people will feel the storm's wrath somehow, said: "This storm as it grows and moves back to the coast on Monday and Tuesday, the circulation of this storm will extend all the way from the Midwest, the Ohio Valley, toward the Carolinas up into New England and southern Canada. It's really going to be an expansive storm system."

It's a topsy-turvy storm, too. The far northern areas of the East, around Maine, should get much warmer weather as the storm hits, practically shirt-sleeve weather for early November, Masters and Uccellini said. Around the Mason-Dixon line, look for much cooler temperatures. West Virginia and even as far south as North Carolina could see snow. Lots of it.

It is what NOAA forecaster Jim Cisco meant Thursday when he called it "Frankenstorm" in a forecast, an allusion to Mary Shelley's gothic creature of synthesized elements.

Cisco and others have called this storm unprecedented. Uccellini, who has written histories about winter storms, said the closest analogs are the 1991 Perfect Storm that struck northern New England and a November 1950 storm. But this is likely to be stronger and bigger than the Perfect Storm; it will strike farther south, and affect far more people.

In fact, the location among those with the highest odds for gale-force winds in the country's most populous place: New York City. New York has nearly a 2-in-3 chance of gale force winds by Tuesday afternoon.

One of the major components in the ferocity of the storm is that it is swinging inland ? anywhere from Delaware to New York, but most likely southern New Jersey ? almost a due west turn, which is unusual, Uccellini said. So the worst of the storm surge could be north, not south, of landfall. And that gets right to New York City and its vulnerable subways, which are under increasing risk of flooding, he said.

"There is a potential for a huge mess in New York if this storm surge forecast is right," Masters said.

Add to that the hundreds of miles of waves and the overall intensity of this storm, Uccellini said in an interview, and "we are in the middle of a very serious situation."

Forecasters are far more worried about inland flooding from storm surge than they are about winds.

There are several measures for hurricanes. And one NOAA research tool that measures the intensity of hurricane overall kinetic energy forecasts a 5.2 for Sandy's waves and storm surge damage potential. That's on a scale of 0 to 6, putting it up with historic storms, such as Katrina. It rates a much smaller number for wind.

Because of the mix with the winter storm, the wind won't be as intense as it is near the center of a hurricane. But it will reach for hundreds of miles, spreading the energy further, albeit weaker, meteorologists said.

Uccellini and Masters said they expect the central pressure of the storm to drop to a near record low for the Mid-Atlantic or Northeast for any time of year. That is a big indication of energy and helps power the wind. This puts it on par with the 1938 storm that hit Long Island and New England, killing 800 people, or the equivalent of a category 4 hurricane.

The Humane Society of the United States welcomes retail giant?s progress.

The Humane Society of the United States applauds Target ? the nation?s fourth-largest food retailer with nearly 1,800 locations in 49 states ? for wielding its immense purchasing power to make a huge improvement in animal welfare by eliminating controversial pig gestation crates from its pork supply chain. The tiny cages are used to virtually immobilize breeding pigs.

?Target is committed to working with our vendors on the elimination of sow gestation crates by 2022,? states the company on its Responsible Sourcing website. ?Target recognizes this task will involve a large undertaking from our pork product vendors and we will partner closely with our vendors as they work through this transition.?

The Humane Society of the United States supports Target?s progress.

?Target?s got gestation crates in its crosshairs and should be commended for working to improve conditions for pigs in its supply chain,? stated Matthew Prescott, food policy director for The HSUS. ?Americans simply don?t support the lifelong confinement of animals in cages so small they can?t even turn around, and it?s both an ethical decision and good business move for Target to recognize that.?

The similar announcements made recently by McDonald?s, Burger King, Wendy?s, Oscar Mayer, Costco, Safeway, Kroger and more than 30 other leading food companies signal a reversal in a three-decade-old trend in the pork industry that leaves most breeding pigs confined day and night in gestation crates during their four-month pregnancy. These cages are roughly the same size as the animals? bodies and designed to prevent them from even turning around. The animals are subsequently transferred into another crate to give birth, re-impregnated and put back into a gestation crate. This happens pregnancy after pregnancy for their entire lives, adding up to years of virtual immobilization. This confinement system has come under fire from veterinarians, farmers, animal welfare advocates, animal scientists, consumers and more.

  • Renowned animal welfare scientist and advisor to the pork industry, Temple Grandin, Ph.D., is clear on this issue: ?Confining an animal for most of its life in a box in which it is not able to turn around does not provide a decent life.? Grandin further states, ?We?ve got to treat animals right, and the gestation stalls have got to go.?
  • Leading pork producers Smithfield and Hormel have pledged to end the use of gestation crates at their company-owned facilities by 2017, and Cargill is already 50 percent crate-free.

US to return 4,000 archaeological relics to Mexico

EL PASO, Texas (AP) ? U.S. authorities have seized more than 4,000 archaeological artifacts looted from Mexico that they plan to display in Texas before returning them to their country of origin.

Leticia Zamarripa, a spokeswoman for U.S. Immigration and Customs Enforcement, says the items mostly date from before the landings of European explorers in North America. The lot includes pre-Columbian stones used to grind corn and other grains, statues, figurines, copper hatchets and other artifacts.

ICE said in a statement that agents seized the relics in El Paso, Phoenix, Chicago, Denver, San Diego and San Antonio.

The agency has not said who looted the items, who it seized them from or why it was involved in the seizures.

The artifacts will be displayed Thursday at the Mexican Consulate in El Paso.

PFT: Panthers are asking too much of Newton

Part of being the No. 1 overall pick in the draft means that the focus will be on you when things good poorly.

But the biggest thing the Panthers could do to help Cam Newton is staring them right in the face. Or in the wallet, anyway.

In yet another close loss (four of the five have been by a touchdown or less), the Panthers again largely ignored two of the biggest assets on the roster, running backs Jonathan Stewart and DeAngelo Williams, who had a combined 15 touches (only two of them runs by Williams).

That?s not a proper return on investment, considering the contracts they?ve received.

When Newton was asked about that lack of action for his backs, he was honest.

?I?m not the play caller,? he began. ?When we run the football it hasn?t been exciting like we want it to be but you still have to call the plays. It?s kind of putting a strangle on our passing game.

?We?ve got to be more balanced, it?s evident, but the job?s got to get done, . . . We just find a way to keep the game close and just wait to see what happens at the end. I?m getting tired of it. That?s not a formula to win. Domination is a formula to win.?

When the Panthers beat the Saints, they ran 41 times and threw it 20. When they almost beat Atlanta on the road, it was 35 runs and 25 passes.

Sunday against the Cowboys, it was 21 rush attempts and 37 passes.

It?s easy to suggest the ?it?s a passing league now? as a justification, but the problem isn?t that the Panthers aren?t passing efficiently enough.

The Panthers biggest problem at the moment is that they?re not deploying the resources they have properly.

Panthers general manager Marty Hurney and coach John Fox had a good run because they read off the same page of music, but right now, the Panthers coaches aren?t playing to the strength of the roster.

Newton wasn?t pointing fingers, he said several times he?s responsible and he expected more of himself.

Which is fair, and noble.

Williams, on the other hand, went on a passive-aggressive post-game Twitter rant, retweeting his followers? suggestions in a feeble attempt to keep from being blamed for the complaining himself.

Even though he?s handling it kind of like a middle schooler, Williams has a reason to be frustrated. And so do the people who watch them.

Because as much promise as Newton has as a quarterback, he?s not going to get there if his play-callers keep tying one arm (the stronger one) behind his back.

Hospitals are not performing as many autopsies as they used to. Many health institutions are wary of the procedures, which often reveal doctors' fatal mistakes. In most cases Medicare and private insurance do not reimburse autopsies, which means families have to pick up the tab. Compounding these issues are religious objections to opening a body after death.

Throughout medical history, however, autopsies have taught doctors and pathologists a great deal about how to improve their techniques. So some pathologists have explored whether medical imaging can be used to perform "virtual autopsies"?a viable alternative to the traditional variety. Doctors can use magnetic resonance imaging (MRI) and computed tomography (CT) to generate detailed images of a body's internal structures without ever laying fingers on a scalpel. The conclusions so far are mixed: virtual autopsies are unlikely to ever fully replace traditional ones, but they do offer range of unique advantages. Virtual autopsies, for example, clearly reveal the contours of embedded objects like bullets and shrapnel, leave delicate tissues undisturbed?obviating the risk of destroying evidence of the cause of death?and circumvent religious objections.

In the accompanying slide show, you can view a selection of stunning postmortem images that Anders Persson and his colleagues produced with CT, MRI and ultrasound at the Center for Medical Image Science and Visualization (CMIV) in Sweden. (AP) ? Heading into the campaign's final weeks, Republican presidential candidate Mitt Romney is upping his criticism of President Barack Obama's plans for a second term, accusing the Democrat of failing to tell Americans what he would do with four more years. The Obama campaign is aggressively disputing the notion, claiming it's Romney who hasn't provided specific details to voters.

At campaign events and in a new ad out Saturday, Romney is setting up the closing weeks as a choice between what he says is a "small" campaign that's offering little new policy and his own ambitious plan to fundamentally change America's tax code and entitlement programs.

The new Romney ad criticizes the president's policies on debt, health care, taxes, energy and Medicare, arguing that Obama is simply offering more of the same. The campaign did not say where the spot would air.

"Have you been listening to the Obama camp lately? They have no agenda for the future, no agenda for America, no agenda for the second term," Romney told a crowd of thousands who gathered in a band shell just off Daytona Beach. "They've been reduced to petty attacks and silly word games. Just watch it ? the Obama campaign has become the incredible shrinking campaign."

Obama's campaign disputes the notion that the president hasn't outlined a detailed second-term agenda, pointing to his calls for immigration reform, ending tax breaks for upper income earners, fully implementing his health care overhaul and ending the war in Afghanistan.

In a statement sent after Romney's Friday night event, Obama campaign spokesman Danny Kanner ticked through a series of policy items, calling them "just part of President Obama's agenda for a second term."

On the economy, the president has essentially called for reintroducing legislation that stalled in Congress during his first term. That includes tax credits for companies that hire new workers and funding for local municipalities to hire more teachers, police officers and firefighters.

As for why Republicans would back the same proposals they have already voted against, Obama has told supporters he expects his re-election would "break the fever" on Capitol Hill that led to gridlock during his first term.

The president's aides are particularly irked by the questions about Obama's second-term agenda, because they say it's Romney who has failed to provide voters with details. They point to his refusal to provide specifics about his tax plan or outline what he would replace the president's health care overhaul with if he makes good on his promise to repeal the federal law.

An independent group backing Obama, though, is trying to renew attention on Romney's tenure at the helm of the private equity firm Bain Capital. The group, Priorities USA Action, is redoubling its efforts against Romney, re-airing an ad about an AMPAD plant in Marion, Ind. That spot features former employee Mike Earnest recalling being told to build a stage from which officials of the office supply company later announced mass layoffs.

He says, "It was like building my own coffin." That ad first aired in battleground states in the summer.

Romney aides have said AMPAD was a struggling business to begin with, and Bain overall created many more jobs than were lost.

That ad will air in Colorado, Florida, Iowa, Ohio, Nevada, Virginia and Wisconsin. The new campaign will be in addition to a $30 million effort against Romney policy proposals, the group said.

Both Obama and Romney retreated from the campaign trail Saturday to bone up on foreign policy, leaving the work of courting voters to their running mates.

Monday's debate in Boca Raton, Fla., with its focus on international affairs, is the third and final between the two rivals and comes just 15 days before the election.

Obama left Friday for Camp David, the presidential hideaway in Maryland's Catoctin Mountains. He was to remain there with advisers until Monday morning. Romney was to spend the weekend in Florida with aides preparing for the debate.

Romney running mate Paul Ryan planned campaign stops in Pennsylvania and Ohio on Saturday. Vice President Joe Biden was headed for St. Augustine, Fla.

Monday's 90-minute debate will be moderated by Bob Schieffer of CBS News. It will be similar to the first debate, with both men standing at lecterns on a stage. Schieffer has listed five subject areas, with more time devoted to the Middle East and terrorism than any other topic.

While the economy has been the dominant theme of the election, foreign policy has attracted renewed media attention in the aftermath of the attack on the U.S. Consulate in Benghazi, Libya, that killed four Americans, including U.S. Ambassador Chris Stevens.

Obama had ranked well with the public on his handling of international issues and in fighting terrorism, especially following the death of Osama bin Laden. But the administration's response to the Libya attack and questions over levels of security at the consulate have given Romney and his Republican allies an issue with which to raise doubts about Obama's foreign policy leadership.

Ryan accused Obama of stonewalling, telling Milwaukee radio station WTMJ on Friday that the president was refusing to answer even basic questions. "His response has been inconsistent, it's been misleading," Ryan said.

Obama stuck with domestic policy themes Friday, accusing Romney of moderating his stands and conveniently forgetting his past positions on economic and women's issues and coining a new campaign term for what he described as his opponent's condition: "Romnesia."

Romney has spent large amounts of time off the campaign trail to prepare for the upcoming foreign policy debate. Aides say the additional time preparing is well-spent even if it comes at the expense of public events.

Obama planned a lengthy tour of battleground states in the days after Monday night's debate. Obama was campaigning in Florida and Ohio on Tuesday, joining with Vice President Joe Biden at a stop in Dayton, Ohio, before heading back to the White House. On Wednesday, he was packing his schedule with events in Davenport, Iowa; Denver; Los Angeles and Las Vegas, followed by campaigning in Tampa, Fla.; Richmond, Va.; Chicago and Cleveland on Thursday.

The president planned a mix of small and large events and wasn't even settling down in a hotel for the night, choosing instead to sleep on a red-eye flight aboard Air Force One from Las Vegas to Tampa on Wednesday night. Obama planned to cast his early ballot in his hometown of Chicago on Thursday, trying to drum up interest in early voting in several swing states.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan from the Bristol Centre for Complexity Sciences and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin which contains "multilayer" arrangements of reflective guanine crystals would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these man-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."

(AP) ? A taxi rigged with explosives blew up near a police station in the Syrian capital Sunday, killing at least 13 people even as the U.N. envoy to the nation's crisis was visiting Damascus to push his call for a cease-fire in talks with President Bashar Assad.

Syria's SANA state news agency said 29 people were also wounded in the blast in the Bab Touma neighborhood, a popular shopping district largely inhabited by Syria's Christian minority.

Once largely immune to the violence that has swept over Syria since the anti-Assad revolt began in March 2011, Damascus has become a frequent target of bombings in recent months. There was no immediate claim of responsibility for Sunday's blast, but Islamist groups fighting alongside the rebels have claimed to be behind bomb attacks against security targets in the capital.

Two Syrian officials speaking from the scene said the taxi blew up 50 meters (yards) from Bab Touma's main police station. The officials insisted on anonymity because they were not allowed to brief the media.

An Associated Press reporter at the site of the blast said blood stained the street and sidewalks, shards of glass littered the pavement from shattered shop windows and the charred hulks of at least four cars littered the street.

Vegetable vendor Mohammad Hanbali, 27, said several people wounded in the blast were lying on the street when he rushed to help.

"It's a cowardly act, carried out by terrorists," said Hanbali, who was hit by a piece of shrapnel in the left leg.

SANA put the death toll at 13, while the anti-regime Syrian Observatory for Human Rights said at least 10 people were killed in the blast.

In another part of capital, U.N. and Arab League envoy Lakhdar Brahimi met with Assad as part of his push for a cease-fire between rebels and government forces for the four-day Muslim holiday of Eid al-Adha, which begins Oct. 26.

Brahimi told reporters following a closed-door meeting that he met earlier with Syrian opposition groups inside and outside the country to discuss his truce plan. He said he received "promises" but not a "commitment" from them to honor the cease-fire.

He noted that he "found an overwhelming response" from Assad's opponents to his cease-fire plan and that "all of them have said that it's a good idea which they support."

He declined to reveal Assad's response to his plan, viewed as a preliminary step toward a larger deal.

But SANA said Assad assured Brahimi that he supported his effort, but did not say whether he committed to a truce.

"The president said he is open to any sincere effort to find a political solution to the crisis on the basis of respecting the Syrian sovereignty and rejecting foreign interference," SANA said.

It said Assad also stressed that a political solution must be "based on the principle of halting terrorism, a commitment from the countries involved in supporting, arming and harboring terrorists in Syria to stop doing such acts."

?Syrian authorities blame the anti-government uprising that began in March last year on a foreign conspiracy and accuse Saudi Arabia and Qatar, along with the U.S, other Western countries and Turkey, of funding, training and arming the rebels, whom they describe as "terrorists."

For months, Turkey served as headquarters for the leaders of the ragtag Free Syrian Army before the rebel group shifted its command to Syria. Turkey also hosts many meetings of the Syrian National Council opposition group. Relations between Turkey and Syria, once close, have been deteriorating since the crisis began last year and Ankara became one of President Bashar Assad's harshest critics.

Brahimi said he was "hopeful that the eid in Syria will be calm if not happy." He said that he will return to Syria after the holiday. "If we find that this calm is actually achieved during the Eid and continued, we will try to build on it," he added.

"The Syrian people expect more than a truce for a few days and it is their right, but all we can promise is that we will work hard to achieve their aspirations," he said.

Brahimi arrived in Damascus Friday after a tour of Middle East capitals to drum up support for the cease-fire. A range of countries including Iran, Iraq, Turkey and Germany have backed the idea.

Syrian government forces and rebels have both agreed in the past to internationally brokered cease-fires only to then promptly violate them, and there is little indication that either is willing to stop fighting now.

Elsewhere, in the northern city of Aleppo, a suicide bomber detonated his explosive-laden car in front of the French-Syrian Hospital at al-Zohour Street, causing material damage, but no casualties, SANA said. It said the blast wounded several passers-by, but did not disclose their number.

Anti-regime activists say more than 33,000 people have been killed since the anti-Assad revolt started.
